Mark Levy

Mark focuses his practice in the area of multifamily housing and health care projects. Mark has over 30 years of experience in Federal Housing Administration (FHA) insured financings and affordable housing transactions, having closed FHA-insured loans on apartment properties, nursing homes and assisted living facilities located all across the country. Mark specializes in representing lenders and project owners in the financing, construction, acquisition, refinancing and transfer of multifamily housing projects utilizing HUD, Fannie Mae, Freddie Mac, CalHFA, and Conduit loan programs (including tax credit enhancements and bond financing by local housing authorities, cities, counties and state agencies), as well as representing project owners in disputes with HUD. Mark has handled financing transactions in almost every segment of the real estate industry, including single-family developments, raw land, industrial sites, residential condominiums, and office buildings. Mark has been a featured speaker on housing issues at ABA Conferences and at the Western HUD Lenders Conferences. He is the Managing Partner of Levy, Levy and Levy.

Mark received his B.S. in Business from the University of California at Berkeley (1977), and his J.D. from the University of California, Hastings College of the Law (1980). He was admitted to the State Bar of California is 1980. He is admitted to practice in all California state courts, the U.S. District Court – Northern District of California, the U.S. Court of Appeals – Ninth Circuit, the U.S. District Court for the District of Hawaii, and the U.S. Court of Federal Claims.
